It was conducted as a strategic-planning engagement with Mr. Mujahed AlSayouhi through the University of California-Berkeley Goldman School of Public Policy. The process began with a January 30 kickoff, continued with a March 16 current-state assessment, moved into major strategic choices on April 14, and culminated in review of the final report on June 2.
